Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

Action I

Title: New Ship Research (Year 3 of 3)

Summery:
The research for new or better ship designs and continues.  This year the 
scholars, Navy and Ship builders have decided to study other cultures ships. 
  With the meeting at Mir many different ships and people will be attending. 
   The Scholars will also research the winds this year.  Some of the nations 
that will be sought out at the Mir meeting are the Aixelsydan, Parglog, 
Zelkor, East Torphan, and the people of the Ka'Shari.

Difficulty: Hard

Primary Determinant: Navy Force +1 (Good)

Secondary Determinant: Scholastic Sophistication +2 (Great)

Modifiers:
-Mir Meeting of Nations.
-Trade +2 (Great) (This is the first year Celpalar has a + 1 to trade for)
-Wealth +1(Good)
-Crafts +1 (Good)
-Exploration +1 (Good)

-1 +1 +3 (0 -1 -1 0) + (-1 0 0 0) + (+1+1-1-1)=0 (this would be the total left from the previous 3 years.  I added a +1 for the meeting of nations and a +1 for the various trade/wealth increases of late)  Total +2.  Several small improvements are acquired from the navies of other nations and small innovations discovered by scholars.  The researchers further suggest that gains may be made by including experienced and respected sea captains and smugglers as advisors (possibly by offering amnesty to pirates, etc.  based on the thinking that smugglers and pirates have found new and innovative ways to continue their operations that they are not likely to share).  Discussions at the Meeting of Nations also raise the prospect of combining arcane measures with conventional naval actions (whatever that means).  Finally, at the conclusion of this three year project, scholars strongly advocate a continued study of the winds.  They doubt this will do much to improve the ships themselves but a conclusive knowledge of prevailing winds and currents could do much to improve the shipping lanes.

Title:  To Rebuild the Navy (Year 3 of 3)
Summery: The Navy is being rebuilt, modernized, and enlarged after the 
Supreme wave rolled through.

Difficulty: Hard

Primary Determinant:  Navy Force +1 (Good)

Secondary Determinant: Resources +1 (Good)

Modifiers:
-Crafts +1 (Good)
-Wealth +1 (Good)
-Lifestyle revolves around trade
-Trade +2 (Great) (This is the first year Celpalar has a + 1 to trade for)

+1 +1 -1 +5 (-1 -1 0 -1) + (0 +1 0 0) + (0+1+1-1) =+5 After years of concentrated work, the navy is restored to its former glory and, additionally, ships and ports not originally scheduled to be part of the project are also repaired and updated.

Action III & IV

Title: Keep on trading - (Ongoing event)

Summery:
Wealth and trade increase is what is sought here.  A better understanding of 
where all the nations exist and trade with will also be sought.  The Mirish 
meeting will be the major focus of this initiative but trips to the 
different countries by merchant families and diplomats will be conducted 
throughout the whole year.  The Celpalar diplomats sent to Mir will hold 
back nothing.   With the trade Alliance between Aixelsydan the Midsea region 
has greatly opened up.  Anyone who wishes to establish trade ties with 
Celpalar will be wined and dined so to speak.  The diplomats were given the 
bargaining ability to propose trade alliances, not ratify them that will be 
left to the Meltolyn, but to propose them.  Taltheran, Hria and Mirish trade 
will be the hardest sought.

Difficulty: Hard

Primary Determinant: Trade +2 (Great) (This is the first year of +1 to 
Trade)

Secondary Determinant: Wealth +1 (Good)

Modifiers:
-Exploration + 1 (Good)
-Trade alliances with Hisaria and Aixelsydan
-Mir Meeting will have many nations in which to contact
-The Newly constructed fleets will be in use.  So an over abundance of 
Celpalar ships will be in the midsea.
-Double action

+2+1+1+1+1+(0-1+0-1)=+4 Celapar successfully demonstrates their ability to fulfill trading contracts in a reliable and timely manner.  Meetings are set and contacts made.  The groundwork is laid for the formal expansion of trade and direct nation-by-nation trade agreements to be laid out.

Action V
Title: Mage Diplomacy

Summery:
The mages of Celpalar wish to establish better ties and perhaps some sort of 
learning program with the mirish mages.  They are interested in learning 
stuff that will control weather, War (offensive and defensive), and other 
means of travel.  Euphor Taretin-ren Marist, elder wizard of the Council of 
Celpalari Mages will work on this mission in person when he attends the 
peace meeting.  The mage delegation will also include Vulki-gul-raral (or 
Vulki the 'Dark Dancer').  The mage that is whispered about for seeing 
creatures whenever he looks into water.  The Celpalar may use Vulki to start 
get the Mirish mages interested in dealing with the Celpalar mages.

Difficulty: Hard

Primary Determinant:  Political (Mediocre)

Secondary Determinant: Trade Relations +2 (+1 this year because 1st year of 
bonus to trade) (Great)

Modifiers:
-Mir Meeting will be revolved around peaceful relations
- Magic Sophistication +2 (Great)
-Vulki the 'Dark dancer'
-The Euphor Taretin-ren Marist is making a very formal plea for Mage 
relations
-Extra action

-1+1+2+1+1-1+[1+1+0-1]=+4 Mir is interested in entering into a formal research agreement with Celpalar and are especially interested in Vulki (he seems to somehow be related to their own research into the obeah).  They suggest focusing on a specific aspect of the arcane rather than general study so that experts may be gathered and work begun.
