[Cel] [qai][1433 and new players]

Thus far, I have not received enough turns for 1433 to move on to 1434. Except for the Shanari and the few odd races I mentioned in the last admin. if any new players want to start, go ahead and submit for 1433 rather than waiting for 1434.

As for myself, I'm wondering where everyone is. I haven't even heard from our usual lurkers in a while.

Yes, it's been real quiet. Of course, summer just started, but usually
people have been more-or-less present until midsummer.

I'm still here, but I've been rather pressed for time, and my PCs been in

[Cel] [qai][1432-33 Burcancy Actions - Preliminary Draft]

Sorry for being out of the loop, life has been hectic. Here is a rough draft I will attempt to fill in the numbers. If not, feel free to fill them in or do w/o. Same moves for 1432-33. Ignore these moves for '32 if already closed and use for '33 only.
Actions 1 & 2 - Search for the Assassins.
King Villard is in shock at the attempt on his life and that of his family. The nation is surprised and shocked as well. Most think it must be an outside force, many point fingers at the Torphan Empire, the names of other nations are also discussed. Everyone is assigned guards, magicians & some of the new warmages are assigned to the highest ranking members of the royal family. Every effort is made to find the assassins. Military, magic and civilians are employed.
Action 3 - Count Youness Looks for Allies
Count Youness quickly shuts the beginnings of his spy network but not before doing some searching on his own for the assassins. The enemy of an enemy could be a friend. He leaves one or two people in place to pick up rumors or make contact if possible.
Action 4 & 5 - The Network Shuts Down
Count Youness' fledling spy network quickly shuts down and goes into hiding. The network was being built w/ extreme caution and a careful cell structure. And even so, w/ the intense efforts by Villard to find the assassins it is deemed better to postpone all efforts, some portions will be temporarily disbanded or dismantled. Besides who knows what Villard's efforts might turn up that could be useful for Youness. A few key contacts are loosely maintained that are deemed extremely important and worthy of the risk. Youness considers a long overseas vacation.

| Sorry for being out of the loop, life has been hectic. Here is a rough
draft I will attempt to fill in the numbers. If not, feel free to fill them
in or do w/o. Same moves for 1432-33. Ignore these moves for '32 if
already closed and use for '33 only.

Not a problem. I'll do the best I can with the numbers and get you general
results. I'll count the bonuses, etc. as though the actions were spread
over both years.

| Actions 1 & 2 - Search for the Assassins.
| King Villard is in shock at the attempt on his life and that of his
family. The nation is surprised and shocked as well. Most think it must be
an outside force, many point fingers at the Torphan Empire, the names of
other nations are also discussed. Everyone is assigned guards, magicians &
some of the new warmages are assigned to the highest ranking members of the
royal family. Every effort is made to find the assassins. Military, magic
and civilians are employed.

Very Hard -2, Villard's Superb Authority +3, Modified by internal support
and the actions of loyalists +2, Double action +1, Roll (-1+1+0+1) Net=+5!
This is an extrodinary success, finding not only the assassin but also
clearing out the supporting network that put him in place. Interrogation
revels that the acting orginization was based out of Taltheran. King
Agrigax denys involvement, instead pointing the finger at the Merchants'
Council and using the opportunity to strengthen his own internal hold.

| Action 3 - Count Youness Looks for Allies
| Count Youness quickly shuts the beginnings of his spy network but not
before doing some searching on his own for the assassins. The enemy of an
enemy could be a friend. He leaves one or two people in place to pick up
rumors or make contact if possible.

With the amazing success of actions 1 and 2, Youness finds little, direct
aid BUT, the obvious next step is to contact the Taltheran Merchants'
Council and determine how involved in the attack they truly were.

| Action 4 & 5 - The Network Shuts Down
| Count Youness' fledling spy network quickly shuts down and goes into
hiding. The network was being built w/ extreme caution and a careful cell
structure. And even so, w/ the intense efforts by Villard to find the
assassins it is deemed better to postpone all efforts, some portions will be
temporarily disbanded or dismantled. Besides who knows what Villard's
efforts might turn up that could be useful for Youness. A few key contacts
are loosely maintained that are deemed extremely important and worthy of the
risk. Youness considers a long overseas vacation.

The previous success of the network also makes this action almost a de facto
issue. Most of the network is able to simple go to ground and wait. Within
a few years, they should be able to rebuild without the massive effort
required the first time (+2 modifier if you choose to do so in the span
between 1434-1436, +1 after that or before it. Remind me when you do.)

>Actions 1-3 Subverting the Assassins and their Network
>
King Villard is immensely proud and grateful for his people, all of
those who saved hm and helped him to uncover the assassins, plotters and
their network. There are as yet several unanswered questions about why
this assassin was attempted. And Villard decides that perhaps one of
the better ways to determine some of the answers might be to turn the
tables on his assassins and their network that they might be made to
serve him. Instead of revealing all of the assassins or parts of the
network he works with his people, military, and magic to monitor and
subvert some of the enemies. This potentially gives him access to an
already established network that also has spies in his country and
others of his neighbors and other parts of the world. Some parts of the
network might be further revealed so that some of his new double agents
can be promoted to higher levels and giving him even further information
or influence or perhaps information can be fed to parts of the network
that was left intact and monitored to influence what they know and how
they might respond.

Very Hard -2
Triple Action +2 (probably will use coulbe actions in subequent years
such as yr. 4 & 5)
5 yr action +?
the extraordinary success from finding the assassins) +?
Villards influence/authority +2
the threat to the possible double agents of being revealed to the King
of Taltheran or their brethern and their possible fate +2
magic skills of the Brotherhood (the mages) in controlling, influencing
&.or monitoring double agents +3
reluctance of the some of the turned to cooperate or possible triple
agents -2

Action 4 - Trade Concessions and Establshing Facilities

The Opheir (head of the Brotherhood)In exchange for making King Agrigax
aware of the problems with his country, the actions of his Merchants
Guild and for keeping the assassination attempt relatively quiet, King
Villard asks for some strong trade concessions on many goods they import
and export. King Agrigax should grant some of them since it will also
hurt some of the Merchants who are trying to limit his influence.
Villards Council also asks for the granting of lands in several ports
and towns for the establishment of warehouses and other facilities for
trade. Concessions are also asked about the loosening the restrictions
of the Wizards Guild on magic use for at least Burcancy (the
Brotherhood) mages & the establishment of a Brotherhood mage school and
tower in the Taltheran capital and ccess to their libraries. This
potentially could help loosen the stranglehood of the Guild over this
aspect of life in Taltheran and give Agrigax more of a free hand. In a
bold gesture, Villard sends his Queen to handle the negotiations. Her
competence, bravery and diplomacy is beyond question and saying no to
her will prove difficult for Agrigax. And Villard's revelations about
the assassin network and his informants should help reveal any plots.
Her Highness, Queen Felicia is accompanied by a suitable number of
advisors, military, mages and nobles. and the Duke of Unster, Felicia's
father are asked to accompany her to protect and add weight to the
requests for concessions and land grants.

The Opheir travels with them to protect the Queen. Felicia and Villard
are probably the greatest rulers the Brucancy and the Brotherhood has
ever seen. Also the desire to lessen the magical restrictions around
them and be more open about some of the things they practice would be a
great boon. Although, the Wizard's power is my no means nearly as
strong as the Brotherhood (surpassed on this continent only by Mir) it
would allow the Burcancy mages the ability to thumb their noses at the
Guild. Also, the Opheir wishes to encourage his King to take the
continued development
of Weather Mages (the Burcancy Battle Mages) off the back burner since
the assassination attempt and provide more resources for their training.

Difficulty (hard - very hard)
The influence of the Burcancy Royals (Villard/Felicia & the Duke) & the
Opheir - +2-3
The embarassment of the assassination attempt in diplomatic circles
(Merchants +2/ King +2)
the desire of King Agrigax to weaken some of the influence of the
Merchants &/or Wizards Guild +2
resistance of the Merchants & Wizards to the concessions (Merchants -2/
Wizards -3)
success of last turn's unveiling of the plot +?
sucess from this turn's subversion of the assassins and their network+?

Action 5 - Sending Aid, Assistance and Trade
Continuation of aid to the Burcancy's neighbors and allies. Aid,
assistance and trade will be sent to Paraglur, Tanimbar and the Vieisia
(sorry Michael I forgot the name of the part of Celephar I am supporting
and I currently can not access my old actions) And continued trade w/
Mir. Villard's desire is to continue to deepen and strengthen relations
with his neighbors and allies and to eventually get them all to join the
Alliance. (only Vieisia has signed on to date, I believe). Much of the
trade to Paraglur goes through Count Younness lands and he profits from
it. Some of it legally and some of it illegally, in either case the
trade supports his other endeavors such as the overthrow of Villard.
And although, Villard has traced some of Younness illegal activities he
is not aware of their full extent even as suspicions abound.

Extra action -1
Good relations w/ all these neighbors and allies+1
Royal marrriages in Parglur, Tanimbar & Mir +1
Desire for all merchants of these lands for continued profit +1
Parliament support (many members are increasing their coffers through
trade) +1
Suppport of Count Younness +1

>Count Youness Considers an action but decides this year discretion is more appropriate and does nothing. Perhaps he is learning and growing more dangerous.

A good deal of information about the "enemy" is revealed. The assassin was
an agent of a cabal of various dissatisfied and opportunistic organizations
and individuals throughout the Tal-Wyr area. This loose cabal has no
binding ideology other than the opportunity and desire to acquire power in
the post-war chaos. How useful this collection of malcontents could be in
the long run is unclear but they would provide clear inroads into the
discontent within adjoining kingdoms.

Agrigax is a political tough cookie (no suprise there) but he is also not
unreasonable:
-Strong trade concessions on many goods they import and export--Granted.

-The granting of lands in several ports and towns for the establishment of
warehouses and other facilities for trade--Refused. Agrigax will cede no
land. Alternatively, he offers to lease the requested lands at an extremely
low rate.

-The loosening the restrictions of the Wizards Guild on magic use for at
least Burcancy (the Brotherhood) mages & the establishment of a Brotherhood
mage school and tower in the Taltheran capital and access to their
libraries--Regretfully refused (national security concerns). As a
counter-proposal, Agrigax suggests working towards a formal alliance (and an
improvement of the political determinant between the two nations).

| Action 5 - Sending Aid, Assistance and Trade
| Continuation of aid to the Burcancy's neighbors and allies. Aid,

Money can indeed buy friends, at least temporarily.

It could be. :-) He is a wonderful author and I always loved his definition of Art.
More that I've been gathering wool and not turning in moves.
Keep those lamb references coming folks, ewe can't get enough of them.

[Cel] [qai][1435] admin

Okay, most of this is my fault because I do a very poor job of watcing over
the game while Jason is away but, anyhow:

I want to end 1435 by the weekend. Thus far, I only have turns from Jason
and Joel. If I have lost your actions when I switched computers (that is,
if you're not Jason or Joel), please send them again. If you are still
playing but don't have time to get actions in, that's fine too, just let me
know you're still there (I have a new player looking for a society so I have
to figure out what is available and what isn't).

I hope that I get a few responses but I also know NATO has been shipping
folks out on short notice so our military people may all be missing. We
might want to think about how we want to proceed for the next few months if
we're really lean on players.

Or, maybe it doesn't matter. Let me know where we're at and I'll resolve
the actions I have in the next couple of days. Sorry for the delay (change
computers, get a virus, be lazy to start with, same ol' same ol').

[Cel] [qai][1436] Tanimbar Actions

This e-mail is in two parts, the first is my own
actions for the year. The second is the old Burcancy
actions (which I've asked Joel to confirm). The
Burcancy actions are typical of what a turn should
look like, in this case comprising of a strategic
(multi-year)triple action (3 action slots) and two
strategic (multi-year) single action (one action slot)
at least one of these five must be an extra action, as
the limit for actions is 4 plus 4 extra and Joel has
used a total of 5.

----

Tanimbar Actions 1436

Please note that bonuses at the end of action are
suggested, but are the ranges I'd give a Player
Society attempting a similar actions with Actors of
the same disposition towards them as I've guessed
these have towards me. I've included afterwards in
Brakets what I think the modifier should be but in
this case I am obviously biased.

Action 1
Internal Action
Year 1/1
Action Type: Elections?
Weight: Single
Actors: Petitioner to The Royal Court: The
Technomancer, The Royal Court, First Minster Marcus
Merani, King Hector, Queen Helga, The Council of
Merchants (2 Representivies), The Coven (2
Representitives)
Petition for authority over Technological matters
Primary Determinant: Consent (+0)

Arriving at the royal court, the Technomancer prepares
to open. As a full member of the Coven she has some
hopes of the ruling being in her favour. She realises
suddenly that a representative from the Coven is not
there, the court normally consisting of King Hector,
Queen Helga, The First Minister and a representitive
of the Coven for matters that don't warrent the
attention of the full court, although this should.
With that thought the great doors at the end of the
chamber open and ten council representatives walk in,
looking around he realises that the people he thought
were the other members of the court are just people
who've exspressed their support for him in this
previously. When the ten members of the court are
seatted, he waits for their accent and begins his
speech, "Your Majesties, Your Highnesses, Minister, my
fellow Coven members ..." addressing each member of
the court correctly according to their rank within
society, finishing with the second in command of The
Menari ministry, the least senior person present who
isn't one of his supporters. He then goes on to
outline his plan to create a subset of the Coven in
charge of ensuring Technological diversity through
non-magical means. He closes as formally as he opens,
obeying at all times the correct protocol for a ten
member court.
If successful he'll be head of a small group known as
the Technomancy (Proposed New Key Element), a
sub-group of the Coven with responsibility for
Technological Diversity.
Internal Politics Block for the Technomancy (if
successful by +2): The Technomancer (Technological
Diversity -- a mistress of brainpower and lateral
thinking, she takes a lead in encouraging
experimentation)
Authority: Fair (0)
Influence: Good (+1)
Consent: Good (+1)
If unsuccessful the Technomancy will not come into
being, and penalties from this year may apply to
future attempts at creating it
If more (or less) successful, the Consent will raise
(or fall) in line with level of success

Very Hard Task
Risky Task
Eight member court for situation that normally
requires full court (+0 or better(+2))
Extremly Formal (+1 to +4 (+4) King Hector, +0 Queen
Helga, +1 First Minister Marcus, -2 or -1 (-1) Council
of Merchants, +0 The Coven)
Inate Bias in favour (+1 or +2 (+2) The Coven)
Slightly Against (-1 Council of Merchants)
Well Thought Out Plan (+1 or more (+3))

Action 2
Internal Action
Year 1/1
Weight: Extra
Action Type: Elections?
Actors: Petitioner to The Royal Court: The Gatherer
and The Gathering, The Royal Court, The Athelari
Warlords (inc. King Hector), The Merari Ministry (inc.
First Minister Marcus), The Orasari Sisterhood (inc.
Queen Helga), The Council of Merchants, The Coven
Petition for Permission to Practise Magic outside the
Coven
Primary Determinant: Consent (-1)

The Gathers are the first petitioners of the day for
the full court. As they wait the court enters. They
must adhere rigidly to protocol as what they are
proposing is so risky. The Gathering consists of all
mages known to the court who are not members of the
Coven, including the Gatherer himself they number
four, three gentlemen and a lady. The Gathering have
come to both request permision to practise magic
outside the coven and to request permission to perform
research into increasing Magical Diversity.
The Gather has a simple plan, and a back-up plan,
which is that a duly appointed member of the Coven may
supervise their work, and if nescessary they may even
become members of the Coven. He formally makes
introductions, presents his speech and even allows
questions to be asked of him, which he also answers in
a formal manner, before being dismissed and leaving.

Very Difficult or Huge Task
Heroic Action
Opposition by Coven (-4 to -1 (-4))
Solutions to Coven's Objections (+1 to +4(+2))
Simple plan lacking in details but covering key points
(+1 to +2 (+1))
Obeyed Protocol to the letter (+0 or +1 (+1))

In the unlikely event of a success (given that it's
Very Difficult to Huge, Heroic, an Extra Action and
give my proposed total modifiers of +0 statistically
unlikly), of +0 then the Gathering would be
represented by the following statistics block:
Key Element: The Gathering
Internal Politics: Jason Orasari (Magical Diversity -
"The Gather" is head of the quasi-legal Gathering, a
group of mages who don't want to join the Coven and an
ametuer in political circles)
Authority: Miserable (-4)
Influence: Fair (0)
Consent: Mediocre (-1)
For each higher level of succes, the Authority goes up
by +1

Action 3-6
Internal Action
Year 1/3
Action Type: Other (Research)
Weight: Triple
Actor: Ja'ael of The Coven
Arming the Coven
Primary Determinant: Magic (0)

Permission at last, Ja'ael had always wanted to begin
research into offensive spells, spells that could be
used to arm the Coven against Tanimbar's externally
enemies, defensive spells that would aid King Hector
and basically any type of magic that would give
Tanimbar's armies an advantage in war. He began his
work by reading a classic treaty on war against flying
enemies, he knew it was all pure speculation, but
maybe it would inspire him to find a way for his army
to fly...
Some time later, hoping his flying spell had been
successful, Ja'ael picked up another work, this one
more pratical and describing a war that actually
occured within living memory, or at least within his
own lifetime. Looking through the book, he thought he
had two more spell ideas, one for the production of
siege engines and another to re-inforce shields,
excietedly he got to work. He had a whole library to
go through and they'd given him three years to prove
his worth.

These actions are intended to raise Tanimbar's Magical
Sophistication from Fair to Good by increasing the
number of spells suitable for use on the battlefield.

In case anyone is wondering about the name Ja'ael, no
it's not in the tradition of his people, he legally
changed it from Tobias Merari because he prefers the
new one, he is now called Ja'ael Merari.

No planned modifiers, all factors are assumed neutral,
even though some of the works he's reading are fiction
(the first work mentioned is details of a fictious
conflict between the Aerie and Jumalla.

[Cel] [qai][1436] Burcancy Actions

I confirm the old orders written below for the Burcancy w/ certain modifications written below. Paul I would also be happy to consult w/ you about some of what is written. It seems it could use a little touch up your actions I thought had a little more action or flavor to them.

Burcancy Actions 1436

Actions 1-3 Subverting the Assassin and his Network

King Villard is immensely proud and grateful for his people, all of those who saved hm and helped him to uncover the assassins, the plotters and their network. Villard's people proved quite successful at finding the backers of the assassin. They turned out to be a cabal of various dissatisfied and opportunistic organizations and individuals throughout the Tal-Wyr area.

There are still suspicions that there is another force behind all this, and some investigation continues. In the meantim, this loose cabal has no binding ideology other than the opportunity and desire to acquire power in the post-war chaos. Dangerous but not as malignant as feared.

The decision is made to continue to try and infiltrate and subvert this collection of malcontents. How useful this will prove to in the long run is unclear but they would provide clear inroads into the discontent within adjoining kingdoms. Still it will prove good training and useful basis for the beginning of King Villard's spy network.

The King continues to work with his people, military, and magic to monitor and subvert some of the enemies. This potentially gives him access to an already established network that also has spies in his country, in neighboring countries and in other parts of the world.

And some parts of the network might be further revealed so that some of his new double agents can be promoted to higher levels and giving him even further information or influence or perhaps information can be fed to parts of the network that was left intact and monitored to influence what they know and how
they might respond.

Very Hard -2
Triple Action +2

And will accept the lesing of said lands for the establishment of warehouses and other facilities. the Opheir is disappointed that the concessions did not include direct control of land and more opportunities to practice and share magic, but they are patient. And the sophistication of their magic will continue to tug at the hearts and minds of their Wizards.

The Opheir and all the Royals will travel back and forth to King Agrigax to continue to develop improved relations, a formal alliance and an improvement in the political index.

And continued trade w/ Mir. King Villard's desire is to continue
to deepen and strengthen relations with his neighbors and allies and to eventually get them all to join the Alliance. (only Vieisia has signed on to date, I believe). Formal request go out to all who are not allied w/ Burcancy for either one on one alliances or to join the mult-nation alliance.

[Cel] [qai][1436] Burcancy Actions Revised

These actions are to regarded as preliminary only and NOT final until questions that have been asked about the extent of the Tal-Wyr basin & the spy network I am trying to establish. And the current status/view of Agrigax are answered by one of the GMs.

Burcancy Revised Actions 1436

2nd yr of a 5 yr action +1
Last yrs. +4 in flushing out the network of the assassin and the leaders who sent the assassin - +2?
King Villards influence/authority +2

Action 4 & 5- Improving Relations (1st of 30 yrs) - The Burcancy has worked very hard at establishing closer ties w/ the various nations around it. It has royal marriages in Mir, Tanimbar and Paraglur. A formal alliance w/ Videzia, and now developing relations w/ Taltheran, and of course old trade treaties w/ Celparar. It is decided that these efforts must be further coordinated and a long term plan developed for strengthening Burcancy ties to the world to help secure its survival. Always there is the threat of the Torphan Empire at its back, and Mir's power continues to grow both magically and physically.

The Opheir and all the Royals will travel back and forth to other lands to continue develop improved relations with both the established factions and look at providing support to smaller factions that might prove useful. Those that appear to be friendly to the Burcancy will be gently and most carefully nudged to greater success.

I will suggest different actions under this umbrella grouping but they should all share the common theme. If the GM determines the below should all be considered separate actions that is fine.

Looking at specific areas were the above actions could have impact

Taltheran

After consultation w/ The Opheir (head of the Brotherhood), King Villard agrees w/ King Agrigax to the concessions he has provided. Given Agrigax's troubles in Tirmar and the on-going struggle w/ Kaeir there is only so much that can be expected. The offered lands will be leased for the establishment of warehouses and other facilities. The Opheir is also disappointed that the concessions did not include direct control of land and more opportunities to practice and share magic, but they are patient. And the sophistication of the Brotherhood magic will continue to tug at the hearts and minds of their Wizards. Contacts will also be made w/ various Merchant families to see who can be nudged in more beneficial paths. The troubles of Taltheran provide opportunity for the Burcancy.

Difficulty (hard - very hard)

+1 - Multi-year action (while this has been going on for many years, it is now formally made a multi-year action)
The influence of the Burcancy Royals (Villard/Felicia & the Duke) & the Opheir - +2-3
The embarassment of the assassination attempt in diplomatic circles (Merchants +2/ King +2)
The desire of King Agrigax to strengthen his influence.+1
The desire of the Merchants for increased trade +1

The resistance of some Merchants & Wizards to the concessions (Merchants
-2/Wizards -3)
The new spy network provides some but not all information to Agrigax +1
Agrigax's desire for a formal alliance +2
Last year's +3 success - +2?

Sending Aid, Assistance, Trade and Formal Requests for Alliance.
Continuation of aid to the Burcancy's neighbors and allies. Aid, assistance and trade will be sent to Paraglur, Tanimbar and the Vizinia (I think that is the right part of Cedonia that the Burcancy is currently supporting but I can not currently access my old actions)

And continued trade w/ Mir. King Villard's desire is to continue
to deepen and strengthen relations with his neighbors and allies and to eventually get them all to join the Alliance. (only Vizinia has signed on to date, I believe). Formal request go out to all who are not allied w/ Burcancy for either one on one alliances or to join the mult-nation alliance.

Good relations w/ all these neighbors and allies+1
Royal marrriages in Parglur, Tanimbar & Mir +1
Desire for all merchants of these lands for continued profit +1
Parliamentary support (many members are increasing their coffers through trade) +1
Suppport of Count Younness +1 (much of the trade w/ Paraglur goes through his lands and he continues to siphon off additional funds as he can)
Negative factions in other countries -2
Last year's +4 success +2?

Sending Contacts to General Zenos
Recognizing that Zenos still has somewhat of a following and his units could cause trouble in Vizenia and Tanimbar requests are made for secret talks. Some monies and provisions accompany the request.

Villard is reognized as a reasonably trusted leader +1

Desperately needed monies and supplies +1

Zenos ego that he can handle anyone +1

Zenos army's struggle against Tanimbar & Burcancy -2 (I assume the nastiest of the battles were against the natives who were raised up by Tanimbar and Burcancy, otherwise you could add another -1 here)

The weariness & devestation of the army +1

attempt to maintain secrecy +1 (although w/ the current chaos in this part of the world it might be easier)

[Cel] [qai][1436] Tanimbar Actions

Before I resolve this, two quick questions.
1-Are the determinants on the webpage correct for Tanimbar? (My dumb
computer ate a bunch of data again)
2-Is there anything specifically from the Burcancy turn I need to look at or
is it just as an example?
