Hi folks,

The Republic of Kaeir's turn.

Having successfully established the Republican Order in Kaeir, the Kaeirean Senate, led by the First Citizen, Lord Basilludin, Commander of the elite Kaeirean Guard, turns its revolutionary attentions to the mainland of Taltheran and Talishara.

As the preliminary step, the Republicans call on their allies on the mainland, particularly those Noble Clans and Houses related to Kaeirean Houses by blood, marriage and intrigue.

Basiluddin, for both his own personal interest and the greater glory of the Republican cause, establishes the Information Secretariat to enhance the Republic's domestic and foreign intelligence and propanda organs.

Result (ideal):


Partial success - Tirmar joins the republican revolution, but Talishara torn apart by civil war.

The Royalist cause quickly collapses in on itself in newly rebuil Port Tirmar, where the major Houses use their wealth and might to persuade the Taltherani Guard to join with them.  A delegation is sent to Port Kaeir, and Tirmar is granted full representation in the Kaeirean Senate, on par with the Houses of Port Kaeir, Celtehar and Celtalath.

In Talishara, chaos ensues, as royalist and republican factions emerge, cutting across ethnic and family divides (Taltherani and Tirmarian).  Limited civil war is driven to murderous stalemat in Talishara only by the daily curfew of nightfall.  Meanwhile, the republican faction in Talishara waits for relief from Port Kaeir.

In the aftermath, the Kaeirean Senate begins preparations for despatching a relief force to Talishara to assist the Talisharian republicans to overcome the royalists.  The General Staff of the Kaeirean Guard begins discussions with the republican forces in Tirmar on how to to secure the eastern Tirmar coastline as far north as the Taltherani Cape, to prepare for the inevitable royalist attack from Tal.


ACTION 2:  Lord Osric Basiluddin - Establishment of Republican Information Secretariat

Ostenibly in the name of spreading republican propaganda on the mainland, Basiluddin founds the Information Secretariat, directly responsible to him, and coming under the authority of the Port Kaeir Govenorate that he controls.  In reality, the Information Secretariat is actually an intelligence agency conducting foreign and domestic espionage, assassination, propaganda and blackmail, for the purpose of strengthening the position of Basiluddin's Kaeirean Guard in the Republic.

Initial operations focus on Port Kaeir, as well as the nearby cities of Port Tirmar and Talishara.

In time, the Information Secretariat will become a Key Element of Kaeirean society, and cause the further centralisation of power in Kaeir, and the strengthening of Basiluddin's Authority and Consent because of his increased power.

+2 Basiluddin's position as Kaeirean Guard Commander and Port Kaeir Governor (Authority, Influence, Resources).
+2 Revolutionary spirit (Orientation) - because of the need to "protect" the revolution as counter-revolution.

[Cel] [1436] Republic of Kaeir, Taltheran & the Burcancy

Perhaps Ibrahim, the GM & I need to talk.  It seems that Ibrahim & I are currently writing separate actions that influence Taltheran but the moves show no influence from each other.  Certainly, the current breakway would certainly effect my chances at better relations, and some of this spy network that I am infiltrating is probably based in Kaeir.
 
I suggest a quick exchange, I will certainly look at revising some of my actions in light of what is happening in Kaeir.

Joel,

After having thought about it, I think Taltheran-Kaeir relations should be seen in the context of a protracted civil war (though a warm not hot war).

Furthermore, the game allows for multiple players within a society, provided they operate on different levels.  So even if the "royalist" or "republican" forces were to lose (these are the two factions I'm proposing), then they still would not be extinct, merely in exile.

The original reason i felt a mercantile republic to be a realistic form of opposition to the Taltheran monarchy was that King Aggrax had been attempting to centralise power and through that weaken his reliance (and the importance) of the major Houses.  The establishment of a secondary power centre in the kingdom after the conquest of the earlier Kaeirean pirates (and its incorporation as a Principality) gave the latent anti-monarchist a point to gather around, sufficiently far away enough from the capital.  

Weak rule by the Prince and poor choices led to that opposition being able to organise, and in 1430, establish the fledgeling republic.  6 years later (now), it is sufficiently organised to spred beyond the Kaeirean Isles to the mainland, and has had several years of republican propaganda to strengthen its efforts to incite popular revolt.

The spread of revolution to the mainland is aided by the unpopularity of the Court amongst the mainland Houses, many of whom have ties with those Houses currently based in Kaeir.

Lastly, the spy network, otherwise known as the Information Secretariat, was only formally established in the last year or so.  It also has no connections with the "Assassin", or political manuevering in the Tal River basin.

Sooner or later, either the Tal Monarchy or the Kaeirean Republic will triumph in Taltheran, but of course only one can.

     Your ideas are fine.  Either I have not been paying enough attention or the original warm war I believe should have been more protracted.  I would have certainly written some actions especially for the past year or two that would at least touch on the war.
 
     Also the Burcancy Navy is actually reasonably powerful I believe.  In the past, it has had secure relations w/ several naval powers and I have spent actions modernizing and improving the navy.  Having a naval presence w/ the Kaier's previous history might not be the best thing for the rest of the Inland Seas, and Kaeir might have been acted against by other powers. although in the chaos of Cedonia's break-up I guess anything is possible.

    Although for the most part I believe you have written a reasonable outline, I believe I do see some differences you are advocating from prior history in this region.  All I am suggesting is that we look at the actions of other societies player & non-player and see if actions need to be adjusted.  I will certainly modify my actions w/ Agrigax in light of Kaier's recent war w/ him.
 
    Although, you have portrayed Agrigax as a weak leader, I am unclear where that came from.  He certainly has struggled to centralize power, but I don't remember seeing that anywhere in previous notes except in your recent actions where such a weakness would admirably suit your current plans for Kaier.  And I am unclear where it is reflected in any of the previous GM determinations of my actions.
 
   Perhaps the GM could provide an unbiased view of the current Taltheran & Kaier situation, so that we can acheive less confusion in writing orders.
 
    If your spy network is separate that is fine, Spy networks typically take many years and years to form to get an adequate level of consistent information.  Getting someone reliable in the right spot to provide information, etc.  This does remind me to ask the GM why assassins would come out of the Tal-Wyr basin in Morvali which is described as a semi-nomadic bunch to try and assassinate the King of the Burcancy.  That makes little sense.

I'm going to let the apparent usurption of a NPS go
this time (at least as it's percieved by some of the
other players) and treat it as if it had been approved
(although actually bringing your navy completly under
your personal control will need an action at Superior
or better success) - but in future, any assumptions
about things going on within an NPS should be checked
with a GM, and things happening within a PS should be
checked with the player in question.

Extrodinary success - The Information Secratariat is
established firmly under Lord Basilludin's control.
The public has no hint of the alterior motive behind
their forming and at the moment it is just the name of
another arm of government (and exsists in name only).

I'm afraid it would normally take about thirty years
to get it up and running as a spy network - twenty
towards establishing safehouses in other areas and ten
towards recruitment and training. But on the basis of
special or permanent effects for success of +5 or
better, I'm going to state it will take that many
actions by your society to a minimum of 25 years.

Ditto on that. As far as I'm aware, I don't think there's anything
standing in the way of resolving Cedonia's actions. 

I have to admit, though, I've been avoiding my e-mail lately, due to
concerns about this SoBig virus/worm that's bee affecting the Internet.
It looks like my system's clean, & I'm not in the address books of
anyone affected by it, thank goodness.

Hi

Since Paul has not posted anything to the list for almost a
month (despite several requests) I'm doing something drastic.
As the list maintainer and god-father of Celandra, I'm nominating
a new GM to Qaiyore game: me.

If someone has any objections, please voice them right now.
(If someone wants to say something positive, don't hesitate
either :-). Paul, if you want to continue as GM, please respond
to this email ASAP.

1. Why me?

   It's been a time since I last GMed an IH game; but I did it
   for a few years, so I know what I'm getting into. Also, I'm
   intimately familiar with the rules so no learning curve there.
   I think these two issues have been the biggest issues for new
   GMs.

   Ever since I quit GMing Elyria several years ago, I have often
   thought about starting to GM again, but have felt that I
   don't have time for it. Now, I feel that I have both the
   time and the motivation. Motivation #1 is that GMing IH-game
   is fun. Motivation #2 is that I'm rewriting the IH rules,
   and I will need a testbench to work them. Nothing very
   big changes, but something that will hopefully make
   the game more playable.

2. Bear with me

   I'm not very familiar with Qaiyore - having followed the
   Qaiyore game only superficially - but I'm flexible and will
   listen to advice. Also, I have read "Speakers and Kings"
   (and enjoyed it enormously), so I do have some kind of
   background information. Other than that, please enlighten
   me.

   Oh, and I'm not native english speaking person, either,
   so my grammar (or wording) will probably sometimes be
   less than perfect. Feel free to correct me in those cases.

3. About schedule:

   - I promise to keep a 1 month per year schedule.
     We could go faster - 3 weeks/year - but I'll
     not promise that.
   - I promise to send some info to the mailing list
     each week, at least, so people know what I'm doing
     and that I'm alive.
   - I promise to answer any questions (directly
     pointed to me) on the list, or on primate email,
     within a few days. This includes action
     submissions.
   - Exceptions to these are longer holidays, which
     I'll inform the list beforehand.
   - I promise to be the GM for one year (real time).
     Beyond that, I don't make any promises.

   - Hmmm... I suppose I should add a disclaimer here:
     the above is of course only my intent - what is the
     reality will remain to be seen.

4. What now:

   - I'll wait a week for any objections to me being the GM.
     If there are no objections:

   - One week from now (well, even sooner, but I'll not
     respond before), I'll except all current societies
     (the list Paul gathered can be found below) to REsend
     their actions for this year to the list (or me, but
     I do prefer the list). I'll resolve them ASAP.
     Since my familiarity with each society and their
     history is somewhat lacking, please make
     your actions "wordy": include any relevant history
     behind the actions to the action description.

     I expect that my initial resolutions will require
     some tweaking / correction due to my incomplete
     knowledge, but that should not take long. I except
     to be able to start the next year 4 weeks from now.

   - Oh, and is there anyone who would volunteer to
     keep the website uptodate? (Or provide me with a
     zip-file of the contents of the website so that
     I can start to do it myself?)
