Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] [World] Junder

The area marked "Junder" on the map (south of the Isle of Free Cities)
has no cities marked, but is listed as part of the Free Cities on their
society map. Can I assume that there are cities there, or this area
claimed, but not developed? (I'd prefer the first, but could work with
the second.)

You can assume that there are small towns there.
