With the Grand Conclave of 1447 various organizational aspects of Exquaestio
that were rather fuzzy have been defined. These definitions are known as the
"Protocols and Strictures" because of they are put together as the reason for
a particular law (the Protocol) followed by the law itself (the Stricture).
Though no one thinks of it in that way, this may be first example of a
constitution on Qaiyore. If the procedures seem extremely advanced for
Qaiyore, that is because the First Conclave had the advice of a divine servant
of Feroze.
Some voting requirements (all "in Conclave" and usually by secret ballot):
>9/12 to revise the Protocols and Strictures
=9/12 to remove from office the Primate or member of Conclave
=9/12 for a public vote
>7/12 to elect a new Primate
=7/12 to pass or revise a bylaw
>6/12 to remove a bylaw
>6/12 to refuse an appointment by the Primate
=6/12 to call for a vote
0 negative to pass by acclamation
"Proclamations" may be made by any religious authority. The higher the
authority, the greater the weight of the proclamation. In theory,
proclamations may not overrule bylaws.
As defined by the Protocols and Strictures the minimum size of the Grand
Conclave is 12. As of 1448 the eleven offices (besides that of the Primate,
who is always a voting member of the Grand Conclave) are organized geographically.

The "junior" listed is basically a status thing. While still Overpriests (the
First Conclave also changed the old term of 'High Priest'), the standing of
these three offices is slightly less than that of the other eight. (In the
GURPS 4e system this is reflected by Rank (Religious)/2 and Rank (Courtesy
Religious)/2 for a total of 11 points.)
