Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

The proposed changes to the legion's organization aren't very popular, 
but recruiting remains steady. A junior clerk in the General Staff comes 
up with a proposal to change enlistments: instead of signing up for a 
twenty-five-year hitch, new recruits can opt for twelve years of active 
duty and twelve years of reserve duty, spending one month per year in 
training. After a few days of debate, the proposal is enacted by the 
Regency Council. Soldiers currently in the legions who have served 
twelve or more years will be offered a chance to transfer to the 
reserves. An initial five new legions are established as reserve units; 
their only permanent active duty personnel will be the legates, 
tribunes, First and Second Spears, and an HQ staff. As the pool of 
reservists grows, more reserve legions may be established.

The Secret Service has a fairly good year in 1448. The agent-insertion 
program does somewhat better this year, and the Service hires nearly an 
entire graduating class from the University of Thalcedon. One of the new 
hires, a mathematician, devises a powerful cipher system that is far 
more secure than anything being currently used in the MidSea

Unfortunately, the "Special Projects" section continues to encounter 
problems. Finding people who are very, very good at killing but who are 
not deranged in some way is very hard.
