Now that I've been playing this game for a while, I realized I made a big mistake in the way rohain are created. I originally thought that the ceremony to create rohain was available to anyone. This was a mistake. In order to do what I wanted it to do, the ceremony needs to be restricted. So, to retconn properly, note that the rohain ceremony is not in The Book of Travels. Feroze shared it with a few people in Lowfells, but at some point it was spread much more widely than appropriate. As of 1450 the ceremony is only available to those whom it's appropriate, and the rohain are dealing with numbers still much greater than they should be. There shouldn't be any problems with this as I don't think it affects any history. AAMOF, I don't even know if anyone was aware of some of the problems I was facing with rohain, but I thought I'd pass along the solution anyway.
