Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

The way I see this: the Mir has an established monopoly on this
... well, obviously not a complete one, because East Torphan mages
have their own training system (not to mention Torphan proper), and Tal 
sorcerers take no shit from none, and Cedonia has a strictly controlled 
policy on magic, etc.

Anyway, Mir has dominated the market for years, and now along comes
a competitor. Note that what Exquaestio really only does is give
a magic practitioner a certifigate saying that "This guy is good
enough for us." Not all mages are Mir-trained. Of course, a true Mirrish 
mage still clearly  outranks the certificate owner, but the Exquaestio 
practice seems to answer a market need. Which is why is succeeded.
