Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] Sedonian Military Expenditures & the Sedonian Navy

Having calculated the cost for Sedonia to feed its troops (~2.8 million 
Imperials/year at current strength), I decided to calculate how much it 
costs for Sedonia to pay its troops. I set up a spreadsheet. Ignoring 
the fact that pay stoppages reduce the actual payouts to the troops, at 
the current strength of seven Legions and 20 cavalry Ala, Sedonia is 
spending ~2.28 million Imperials on its army payroll. This number also 
includes the Fleet(~10,800 men) as does the number for food costs, but 
it doesn't include the costs of civilians hired by the military 
(teamsters and the like).

So, Sedonia's food and payroll costs for its military are currently 5.16 
million Imperials per year.  With revenues of 45.5 million Imperials per 
year, this spending amounts to 11% of revenue.

Looking at some statistics at http://www.iisg.nl/hpw/link.html and 
elsewhere, it appears that most nations dedicate 50% to 60% of their 
spending to military purposes. Sedonia's total yearly military spending 
at current force levels works out to:

  2.80 million for food
  2.28 million for payroll
  0.33 million for horse fodder (assumes 2 remounts per cavalryman)
  4.11 million for war horses (assumes 1/3 of herd is replaced per year)
  0.30 million for arms & armor (assumes 1/2 is replaced per year)
  0.18 million for boots & uniforms (assumes uniforms replaced 3x/year)
  3.24 million for construction & maintenance (includes roads & forts)
  2.40 million for naval maintenance, bases, and supplies
  2.50 million for miscellaneous supplies & equipment
  1.23 million for training facilities
`1.10 million for the "rainy day" fund

20.47 million Imperials, total, which is 45% of Sedonia's average yearly 
revenue. If Sedonia demobs the two reserve legions, expenditures will, 
of course, drop. At some point, I'll work out the yearly costs for full 
mobilization (which would add three more legions and some cavalry).

On a side note, Sedonia's navy currently consists of 42 ships, broken 
down as follows:

  3 deceres (largest)
  9 quinquiremes
18 triremes
12 liburnae (smallest)

Ship crews comprise 9,828 men and the shore establishment is currently 
972 men.
