Celandra is a game in which the players take the roles of societies, rather than playing individual characters. The players will invent a society with its culture and heritage, and will guide its development and interaction with the world. Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] Rhudyn actions 1459

Actions 1-2: Still with Tana

Rhudyn will continue to work to unite the two lands of Tana.  The mages will 
begin to help the Tanan mages establsh a sub order for the possible future 
representaion in the light council.  They will also continue to find the 
best of those magic users and ask them if they would like vist the tower.  
Tanan craftsmen will continue to be encoraged to put more goods into the 
Rhudyn proper region.  The King will also begin to ask Tanan nobles to come 
to formal meetings and and participate in court.  Continois measures will 
also be taken to established the bueracracy within to Tana, and to make it 
stonger.

Action 3: Internal trade
Rhudyn will continue to expand the ports of the four main cities and will
also continue to build roads connecting villages, towns and cities.  Within
this Rhudyn will also continue to build a highway that leads from Rhudyn to 
the
old capital of Tana.  Rhudyn will also begin the upgrade and expansion of
the Tanan ports so that they will become a place that will attract trade
routes and encourage travelers and give a sense of security and safe harbor.

Action 4: Tade relations

With a succesful tour of trade and visiting countries Rhudyn will begin to 
strengthen those ties.  They will various trade deals for certain bulk 
products for other bulk products in return.  they will also try to set up 
trade embassys in the some of the more established countries being, Mir, 
Sedonia,Burcancy, Parlug, and Milakanur.  Since the countries other than 
Milakanur will be aware of these types of procedures and see them as a good 
relation step Milakanur will not only recieve a few embassadors instead of 
just one and they will also be presented with speacial jewels from the 
sacred mountain as a present.  The other contries will be givin gifts as 
customary but nothing so grand or extremly valuble; they will also have an 
embassador for each ship with a letter from the King explaning what is 
wished and hoped for.

Hmmm.....   No mention of Kaeir?
 
Officials in the Ministry of Commerce in Port Kaeir hope that this is merely a case of forgetfulness by some clerk in the King's Court, rather than a blanket exclusion of Kaeirean merchants.
 
Kaeirean merchant caravels, with their green sails, are widely known in the Midsea, and and the markets and merchant-ships of Port Kaeir form a critical part of the Midsea economy. The green Kaeirean flag is seen on ships from Sedonia in the west to the Calarnari coast in the north, the deep south and even far to the NE in Celpalar.
 
Kaeir would be particularly upset if its merchants were barred from trading with Rhudyn, as I am sure previously at least a few Kaeirean merchants would have traded there.  As a general rule, any matters concerning Kaeirean trade are seen as matters of state security, coming not only under the jurisdiction of the Ministry of Commerce but the Kaeirean spymaster, the Inquisitor.
 
What would compound the problem, if true, is that a northern nation not particularly favoured by Kaeir, that of Milakanur, is included in the trade embassys.
 
In the meantime, a politely worded query is conveyed by the Magister of the Kaeirean mission in Rhudyn to the King's Court, hoping to clarify the matter.

Greetings from Rhudyn and the King of Rhudyn itself,

Up until this point we are aware of the less important role that Rhudyn has 
played in the Mid Sea, yet it seems you are eager to now take a larger part 
within Rhudyns trade although an embassy was not planned to be sent to 
Kaeir.  This does not stop the fact that progress can be made, we would 
appreciate receiving a representative to discuss what benefits we can give 
to one another.  No offense was meant by not sending out an embassy ship to 
Kaeir this year, but let it be known that these ships were sent to certain 
places after much consideration within our courts and councils.  The 
Republic of Kaeir was considered in our debates and it was decided that we 
wish to remain free of the Kaeir trade network while establishing our own.  
This does not mean that we will not welcome Kaeir within our territories, 
any Kaeir trading ship will be welcomed to our harbors, minor trade is 
encouraged with all lands who seek it but if Kaeir wishes to take a larger 
part in the trade of Rhudyn we will gladly accept a representative from your 
republic and they will be seen before the King himself and be treated as an 
honored guest.  Most apologies again for no offense was meant to The 
Republic of Kaeir, I am sure that we will have much to look forward to in 
the future of both of our great nations.  May the Sun kiss the shores of 
your land as it rises over the peaks of our mountains.

Because of Rhudyn not being a big player before I don't think that Kaeir 
would have a representative within the lands due to the fact that we no 
longer control a side of the straight.  It doesn't mean that a some of your 
ships have never traded with us or that we are unaware of each other, just 
that we have probably had minimal contact with Kaeirs government.
