Integration/Subjugation of Saltrim With successful occupation of Saltrim City and the acceptance of Kaeirean authoriy by the Conclave, authority over the Kaeirean Protectorate of Saltrim is transferred to the Magister-Resident, a senior Timaeiri lord of the Great Council. At top of the Conclave Palace, a new flag replaces the old Saltrim blue, a bicolour that combines the the Saltrimi blue with the Kaeirean green, symbolising the integration of Saltrim into Kaeir but not Saltrim's dissolution. As there is now little need for two divisions in Saltrim, the Tirmaeiri Rangers are transferred back to northern Tirmaeir, and the defence of the Protectorate given over to the Legion of the March. The main task now facing the new Magister-Resident is the stabilisation of Saltrim City, with emphasis placed on establishing proper administration and integrating the city's economy into the general Kaeirean economy. The earlier infrastructure project in the Saltrim March is expanded to include Saltrim City, with a general rebuilding of roads and public buildings. The public works spending provides an added boost to the local Saltrimi economy. A limited survey of the old Saltrim shipyards, once the pride of Taltheran, is also conducted to see what would need to be done to restore the remnants of the shipyards to its former state. A restored Saltrimi shipyards would provide massive economic stimuli to the city, creating opportunities for merchants, businesses and workers. The tax reductions enjoyed by the rural population and the great landing Houses of the Saltrim March are not expanded to include Saltrim City, though this is counterbalanced by the fact that all Saltrimi merchants and ships now enjoy the various customs exemptions enjoyed by Kaeirean merchants in Kaeir, and access to Kaeirean ports and trade routes (including participation in the biannual Kaeirean Trade Convoys to Razan and Celpalar) including the lucrative Rimrivertown. Through the Magister-Resident, the Senate invites several powerful Houses in Saltrim City and Saltrim March to take seats in the Great Council of the Republic and have their house names recorded in the Green Book. Admission into the Green College, the Republican bureaucracy, the Republican Guard Academy, the University of New Tirmaeir, the Republican Naval Officers'Academy and the Kahshaartown Arsenal is now open to Saltrimi natives as well. The large number of Taltherani refugees are also approached with the aim of settling them elsewhere in Kaeir, thus distributing them throughtout the Republic and reducing local concern at the influx of northerners. Most critically though, the Magister-Resident begins integrating Saltrim government institutions with the various Kaeirean state institutions. Occupation of Corryn With the successful establishment of a forward mission, the Millati delegation and the accompanying expedition of volunteer "Paladins", along with the Mirrish Church of the Creator delegation, moves to establish the authority of the Joint Protectorate of Corryn. As a tacit understanding has already been reached with several key elements in Corryn, no real difficulty is expected, though the cautious Millati delegation decides not to send the Paladins back to Kaeir just yet. In coordination with the Mirrish Church of the Creator, priority placed on the security of Corryn, the establishment of an adequate and efficient administration, and the encouragement of commerce. Kaeirean military assistance to Panchayyah Difficulty: Normal Elements: Lord-Governor of Rimrivertown, Tirmaeiri Rangers, Republican Fleet, Panchayyah. Description: With the the annexation of Saltrim settled peacefully, the Senate turns its attention to military preparations by its ally the Panchayyah. With the Panchayyah planning military action for 1460 against the northern Stihlweese tribe, the Senate will fulfill its promise to the Panchayyah by sending the Kaeirean cavalry, the Tirmaeiri Rangers, to northern Panchayyah, where they will join their Panchayyah allies. Command of the Rangers remains with the 1st Captain of the Rangers, though he will be answerable to the Lord-Governor of Rimrivertown, and will coordinate tactics with the Grand Chief Dheskerallai. The tour of duty is expected to last the duration of the Stihlweese campaign (1460-1461), after which the Rangers will return to Kaeir. 1459 is spent transporting the Rangers and establishing adequate supply lines for the Rangers. Factors: + Existing settlement in Rimrivertown + Rangers the most experienced division of the Kaeirean armed forces at operating outside of Kaeir - Different land ? Transporting of Rangers to Panchayyah 4. Integration of Taltherani refugees Weight: Single (1) Difficulty: Normal Elements: Ministry of Domestic Affairs, Guilds, refugees. Description: With the large number of Guildsmen that fled to Kaeir through Saltrim or via boat, action is needed to ensure they harmoniously integrate into Kaeirean society. Therefore, the Senate, in coordination with various government departments and the guilds, decides to provide a small measure of support to help them settle down. The Ministry of Domestic Affairs helps direct Taltherani refugees to the various regions of Kaeir where they might find work and helps them integrate into the existing Kaeirean Guilds. Sedonian-Kaeirean agreement on Rimrivertown trade access (Nominal Action - nothing left to determine really) Kaeir will agree to the Sedonian request, with the consent of the Panchayyah Grand Chief Dheskerallai of course, granting 8 2-year passes (as per the initial Sedonian request). Sedonia may appoint a Trade Commissioner in lieu of a diplomatic representative in Rimrivertown. Assumably he would not be part of the intelligence service ; ) Kaeirean conditions are: - a permanent naval mission in Tolmersa, sufficient for the repair and resupplying of Kaeirean ships, with the diplomatic status of a Kaeirean consulate. The naval mission would be small, staffed only by a commanding officer, clerks, a Ministry of Commerce official, a company of Colonial Guard, and handful of engineers from the Kaeirean Fleet Arsenal in Kahshaartown. Its main duties would be the monitoring of Kaeirean commerce travelling through the Straits, the passing on of information between Kaeirean merchants, the detention of persons who have committed crimes aboard a sea-going Kaeirean vessel until they can be transferred back to Port Kaeir. The mission would also be autonomous within its own territory, though residents of the mission who commit crimes outside of the mission would be of course, answerable to Sedonian law. - 10 scholarships to the University of Thalsedon, and 10 military scholarships to the (not sure of the name here) Legion Officer's college.
