Villard's orginal proposal for Vizinia was:

Cedonia will join the Alliance that Villard started w/ Tanimbar, Vizinia & Mir signing all appropriate treaties. Villard will abdicate and be named as the King/Prince of Vizinia, retiring to Vizinia to help those people. He will swear allegiance to Cedonia, and his youngest twin will be named his heir and also swear allegiance. His grandchild will be betrothed to a Cedonian. Most of the taxes collected from Vizinia by the Burcancy were kept in Vizinia for rebuilding. That should be continued. The rest of the taxes will be split between the Burcancy & Cedonia until Villard dies or abdicates this throne and for 10 years thereafter. After that all appropriate taxes will be left in the hands of Cedonia. A small contingent of the Brotherhood will accompany Villard, establishing a new school of magic in Vizinia.
This treaty was accepted by the Sedonians and implemented. Then the
Vraa'al murdered Villard and every member of his family, *except*
Villard's daughter Glarwain and her son, Opozoya Villard Celamyrsa, who
are not in the line of succession established by the treaty, although a
case could be argued that under Sedonian inheritance laws he is the heir
apparent to the title of Prince of Vizinia.
The Sedonians occupied Vizinia and peacefully replaced the Burcancy
officials and troops with their own. The office of Prince of Vizinia is
open, for while King Opozoya is (probably) the legitimate heir to the
title of Prince of Vizinia, the terms of the treaty would require him to
swear fealty to the Sedonian Empress. The fact that Opozoya is also the
heir-apparent to the throne of Mir, after his father & grandfather,
makes his becoming Prince of Vizinia even more of a political impossibility.
Sedonia would be agreeable to having one of Opozoya;s younger sons or
daughters, should he have any, inherit the title. Aside from that, since
Villard died in 1446 or '47 (I don't remember which), Sedonia is no
longer obliged to split Vizinia's tax revenues with Burcancy.

> Greetings, Honorable Members of the Midsea Federation. We write this letter in concern to Sedonia's refusal to honor our treaty. Zelkor was voted into the Midsea Federation in 1459, yet Sedonia has has refused to recognize Zelkor's membership and has besieged the city of Zelkor. We have seen that the Gods favor Zelkor in the miraclous destruction of the Sedonian Navy.
> If this was Sedonia's only offense against our treaty, we would not be as concerned, but it isn't. According to the treaty, Vizinia should be under the rule of the house of Villard, which still exists despite tragic events. Yet this is not the case. Sedonia has taken control of Vizinia without any of the house of Villard on it's throne. This has been ignored to this point but no longer. Together we must stand and demand that Sedonia honor the treaty it has signed.
> Tanimbar will support Zelkor in this time of trouble and a letter has been sent to Sedonia that an attack on our forces wil be viewed as a breach of the Midsea Federation Treaty. If this happens, action must be taken and we ask that you honor the Midsea Federation Treaty.
