Emphasis will be be placed on developing a detailed history of Celandra, along with myths and legends.

[Cel] Kaeirean letter to Sedonia

To the Empress Yzara,
   
  Greetings from the Green Republic of Kaeir and the Salutations of the Lady of the Isles.
   
  Kaeir has chosen not to comment on the Zelkor Question, seeing it as an internal Sedonian matter.  This can be seen in the earlier Kaeirean directive to its merchants not to trade directly in the port of Kaeir.
   
  The crisis that the siege is creating in the city of Zelkor though is alarming, and Kaeir would like, with the agreement of Sedonia, to provide passage to Kaeir for refugees wishing to flee Zelkor.

[Cel] Kaeirean letter to Sedonia

To the Lord-Consul of the Green Republic of Kaeir, Greetings.

We welcome your words and applaud the humanitarian sentiments expressed 
therein. We have agreed, upon the personal assurances of King Opozoya of 
Burcancy, to allow the Tanimbari to send one convoy of food to Zelkor, 
which will evacuate refugees on its return trip.

If the Green Republic wishes, it may send evacuation ships in company 
with the Tanimbari convoy to evacuate refugees. If that proves 
impractical, We will also permit empty Kaeiran ships which stop for 
inspection by the blockading squadron to enter the port and evacuate 
refugees.

Signed this 20th day of Lussuth, 1461, by

[Cel] Kaeirean letter to Sedonia (extra Kaeirean action - action number 4)

In light of the Sedonian agreement with Kaeirean humanitarian efforts, I'm adding a fourth action for Kaeir.
   
  Action 4: Passage for Zelkori refugees
   
  The Green Republic of Kaeir directs a squadron of the 2nd Van of the Fleet to sail to Zelkor, and in accordance with the conditions layed down by Sedonia, to provide transportation to those Zelkori refugees that wish to flee the bitter fighting that will surely follow in the city.
   
  The only Kaeirean condition made upon refugees is that they are able to provide proof that they are residents of the Principality of Zelkor (which of course means it is mostly only the educated and wealthy who are able to provide such proof - though officially no such discrimination against the plebs in the offer of refuge exists).  Accomodation will be temporarily provided by the state to help the refugees get back on their feet.
   
  Weight/Duration:  single action / normal difficulty / 1 turn.
  Key Elements: Senate, Fleet, Kaeirean Trade Commissioner to Zelkor, Ministry of Domestic Affairs.
  Factors:
  + Kaeirean reputation for offering refuge
  + Cosmopolitan culture of Kaeir
  + Neutrality in the Zelkori Conflict
  + Kaeirean traders have done business with Zelkori merchants off shore, thus partly circumventing the blockade (without challenging Sedonia)
