Description: Work on the removal of ruins and the reconstruction of the
docks continues in concert with the eradication of loose spirits. The
discovery last year of the safe zones helps immensely, allowing the
labor force to be quartered inside the city wall, rather than outside.
When the safe zones are plotted on the city map and the locations are
connected, they suggest a defensive wall located about 300 yards inside
of the current wall. This suggestion is bolstered by very old records
that suggest that the current city of Zelkor is not the first city to be
built on this site. One of the zones located closest to a completely
cleared area is set aside for investigation, and a team from the
University of Thalsedon comes to conduct an excavation.
Meanwhile, the search for records related to Zelkor's past continues,
expanding from the Universities of Thalsedon and Mirabalpur to take in
the records of the Taltherani Wizards' Guild, and the University of Sout
on the Razanian Coast.

Action 2: Support Aixelsydan
Type: Single
Description: The Sedonians are not in a position to send ground forces
to reinforce Port Anorurr. However, Admiral gyo Inibar and the Straits
Fleet do what they can. At the Admiral's request, he is reinforced with
an additional 15 ships, bringing the fleet's strength up to 40 ships. He
assigns 20 ships to maintain the patrols in the Straits to keep the Ice
Demons from crossing, working in concert with the Aixelsydani and
Milakanuri fleet forces.
Gyo Inibar devotes the remaining twenty ships to the support of tha
Aixelsydani in Port Anorurr. His heaviest ships, the quinqueremes
/Valorous/, /Victorious/, /Valiant/, and the deceres /Emperor Bucerad I/
each carry a heavy siege engine intended for bombarding port defenses,
and there are enough spare parts in the naval stores at Tolmersa to
construct five more heavy engines and a score of ballistas. The Admiral
orders the engines on Tolmersa transported to Port Anorurr where, along
with the engines from the ships, they will be added to the city's wall
defenses.
Stripped of their heavy armament, /Valorous/, /Victorious/, /Valiant/,
and the /Emperor Bucerad I/ will join the remainder of Gyo Inibar's
force in transporting Aixelsydani supplies and Aixelsydani and
Milakanuri reinforcements from the north shore to Port Anorurr.

Action 3: Attacking the tree at the root, Part I
Weight: Single, Secret
Description: Minister Ion Ronir-Varros travels in secret to the Isle of
Maeir to meet with Kaeiran Lord-Inquistor Karl van Kashaar to discuss
the Von Angrix-Kiviri problem.
Ronir-Varros lays out the extent of von Kiviri's machinations in the
MidSea to the Inquisitor: the proof that most of the higher von Kiviri
members are Shadowspawn; von Kiviri's responsibility for the financial
ruin of the von Angrix; the connection between Von Angrix-Kiviri, the
Hand of Garr, and the Ice Demons; and evidence suggesting that Quetzal
von Kiviri was a member of the Hand of Garr long before the Ice Demon war.
Ronir-Varros asks the Lord-Inquistor for permission to conduct an
operation in Port Kaeir itself to take down Quetzal von Kiviri in
concert with efforts to eliminate von Kiviri Shadowspawns in Sedonian
and Kaeiran spheres of influence. While recognizing that the Kaeirans
might not be able to provide official assistance, Ronir-Varros is
emphatic about the necessity of cooperation from the Brotherhood of
Night and the Order of Demerhaze. He also mentions that Mir has offered
the aid of a coterie of warmages.
Before he leaves the Isle, Ronir-Varros tells van Kashaar that, besides
Rimrivertown and Port Kaeir, Von Angrix-Kiviri's most important centers
of operations are Fauve Monde, Videss, and Jabau.

Action 4: 'I think we need a better boat.'
Weight: Single
Description: Emperor Arden XXI is concerned at the state of the Sedonian
Navy. While the current ships are adequate for service in the MidSea,
manpower requirements are high and the ships themselves are not well
suited for the outer oceans or for long-endurance.
To change this, the Emperor issues a decree establishing the College of
Naval Architecture, attached to the University of Thalsedon, and drawing
faculty from the Colleges of Civil Engineering and Natural Philosophy,
civilian shipyards, and from the Imperial Navy. The College's purpose is
to research new designs for ship hulls and rigging, construct models and
prototypes, and teach young Sedonians the principles of ship design and
construction. Facilities are established in the Thalsedon Naval Base,
including a large tank of water for testing hull designs.
Funding will come primarily from the Emperor's personal wealth, with the
remainder coming out of the budgets of the University and and the Navy.
Difficulty: Very Easy (+2). This action just creates the College and its
faculty and facilities. The real research will be much harder and will
be strategic actions.

cell is starting a cover-up operation.

The Lord-Inquisitor Karl van Kahshaar's response to Sedonian intelligence operations against the Van Angrix-Kiviri was one of frustration. Never before had he encountered such resistance to an issue critical to Kaeirean security as now. He was fully aware that for the Inquisition to move against Quetzal van Angrix-Kiviri would cause unimaginable political chaos amongst the Houses, particularly the Young Houses. This essentially bound his hands from taking the action that was needed, and that he was capable of doing. What further frustrated him was that Kaeirean intelligence had failed to discern the true extent and nature of who and what Quetzal was, and the true purpose of his many trading and smuggling operations. Clearly some effort would be required soon to reform the Office of the Inquisitor, and the Field Agency in particular. Further attention would have to be put into whether elements of the Office had been compromised somehow, or whether their familial ties had outweighed their loyalties to his Office. Karl considered the matter for some time, as to how much needed operations to completely cauterise the Von Kiviri disease from the ancient house of Van Angrix would be carried out. Sedonian control and leadership on Kaeirean soil was completely unacceptable, and a compromise that could have dangerous consequences in the future. Finally the Lord-Inquisitor reached his decision. In a secret ceremony attended only by the Lord-Consul and the Chamberlain of the Republican Palace, the Lord-Inquisitor deputised the Grand-Master of the Brotherhood of the Night as a special field officer of the Office of the Inquisitor, with special dispensation from the Lord-Inquisitor to command Field Agency operations. Under the leadership of Avan Nightwalker, the Kaeirean Lodges of the Brotherhood, with the support of the Sedonians, would destroy the demonic menace that had slowly crept up on the Green Republic. The Grand-Master himself readily agreed to Van Kahshaar's plan, for he himself had been long aware of an abundant evil that had haunted Port Kaeir. From his communications with the Green Lady, he also knew that only he alone would be capable of confronting and dealing with whatever Quetzal von Kiviri truly was.
