Perception of the range can hinder you as well.  Zorro is a Legendary swordsman. The Shadow has Legendary Stealth, Doc Savage and Tarzan have Legendary strength (hm... who would win?  Doc has a level of Scale, so...)

"Legendary Strength, for example, are in the 99.9th percentile, and their names can be found in any book of world records. . . Superb represents the 98th to 99.9th percentile of any given trait"

I can't think of a better swordsman than Zorro (D'Artagnan?  Probably not.)

If you treat Zorro as merely (merely! :-) ) Superb, then you're probably limiting your PCs and NPCs to traits lower than otherwise.

This is not going to solve the problem you've expressed, but it will mitigate it by one level.
