GURPS does any world, but never as well as a specialist system.

If you want cinematic rules, TORG does it better than anything else!

FENG SHUI emphasised cimematic rules. I imagine Hong Kong Action Theatre
would have as well.

White Wolf's Mind's Eye theatre and a couple of other LARPs stressed the
cinemagraphic.
