They're not so sure about any listening devices, the technology here, a wierd mix of the primitive and advanced, is sufficiently strange that they don't know quite what to look for. As for exits, there's don't seem to be too many, and they're all guarded. The guards seem to be more interested in preventing interlopers from getting in than stopping people from getting out.

He realises that some of the crowd are armed, and look an awful lot like soldiers in their manner and dress. He realises that he's witnessing what appears to be a riot of sorts.
