[admin] Network problems.

Our upstream provider (SouthWind) has been experiencing problems with the
routers that connect their DSL bank (which we're a part of) to the
internet.  Every so often, it decides not to route traffic for some
addresses, and has been doing this for over a week. 

What this means to us is that some of our users are seeing periodic
"blackouts" of the Phoenyx... you might not be able to reach our web site
for as much as twenty minutes sometimes.  Mail delivery has been delayed
up to four hours, according to one report.  Mail is not being lost, just
delayed.  

SouthWind is working with Cisco to solve this problem.  They're aware of
the impact it is causing and have tried two firmware patches that were
supposed to fix it, but they aren't working.  I'll keep you posted as soon
as we know something. 

Thanks for your patience and understanding, and if you've thought about
recommending the Phoenyx to your friends, wait a couple days.
