I'm fairly confident that we can't control this, because, as you said, they'll go somewhere else to run the game... and... if they go somewhere else for the 2nd game, they might be inclined to leave with their first game. My thought would be that perhaps we should allow this on a case-by-case basis and keep an eye on things. If the 1st game starts to seriously suffer, then we should ask the GM to reconsider having 2+ games. Also, I'd suggest that we shouldn't allow new GM's to run 2+ games.
