Everything should be logged in web read (and all smushed together, which is something that might need to be changed someday. In fact, subgroups actually are archived separately, as an Undocumented Feature. The only exception is +chat, which isn't logged at all, by design... if you want a logged offtopic section, you have to name it something else. +talk, or +chatter, or something.
