Wiki upgrade

I've upgraded to the current version of TWiki.  There are a few patches 
yet to be installed (SpacesBetweenWikiWords is off, for starters) but it's 
presently at least serving pages again.

The URLs have all changed, so what used to be 
http://www.phoenyx.net/cgi-bin/twiki/bin/view/blahblah is now
http://www.phoenyx.net/twiki/bin/view/blahblah.  The old URLs redirect, so 
it's not a big deal.

I've also nuked all the inactive webs.  They're backed up, so if that's a 
problem we can bring them back.

Both links give me a page that says "The web does not exist."

Wiki upgrade

I've upgraded TWiki to the current release (4.2.0), and have undoubtedly broken something in the process. It's all backed up, so if there's something missing, let me know.
(One known bug: published pages have wacky menus at the bottom. Working on )
